Powys Energy for All

Supporting community-owned solar energy generation in Powys.

Solar at the heart of your community

Through ‘Powys Energy for All’, we are supporting community groups in Powys to realise their vision of community-owned solar PV energy generation.

We are providing guidance to ensure that decision-making is made by community, and that local generation benefits local people – especially those most at risk of fuel poverty.

We are working with a wide range of people, including those whose voices are not often heard or who do not normally engage with climate action programmes – so everyone has the chance to play a meaningful part in the future of their community. We are working with community groups to build the skills and confidence to run events, manage a project, and deal with authorities.

Powys Energy for All aims to facilitate projects with the total potential to generate 2.7MW of electricity.

Process and timescales

Powys Energy for All is funded by the Energy Redress Just Transition Fund and supported by Powys County Council.

Stage 1 – summer/autumn 2025 +

Stage 1 involved a scoping study which was carried out on our behalf by Ynni Teg https://www.ynniteg.cymru/ to identify active community energy groups in Powys and look at issues such as grid and planning constraints which could affect their project’s feasibility.

Stage 2 – winter 2025 to spring 2026 +

Five projects identified in the scoping study were supported with fully funded feasibility studies, including technical feasibility and proposals for financing and governance options. Feasibility studies were carried out on our behalf by Dulas Ltd dulas.org.uk for: Black Mountains Community Energy (part of Llangattock Green Valleys); Llanfyllin Energy Generation Group; Llanidloes and District Energy Local Club; Open Newtown; and Rhayader Town Council.

These projects also received support with community engagement, confidence-building and development.

Projects were selected based on their viability across a range of criteria.

Communities not proceeding to Stage 2 received support to identify other sources of advice and funding to help them take their projects further.

Stage 3 – summer 2026 to spring 2027 +

Communities that have received feasibility studies will be supported to take the next steps – including obtaining permission to connect to the grid and planning consents, setting up governance structures, applying for funding (if applicable) – to become ‘investment-ready’ by spring 2027.
